How to convince my boss to promote me?

I was a Projects Engineer in a well known organization then I decided to switch career and work in quality assurance systems design and implementation. The new responsibility in my new job deserves a promotion. However HR in my company claims it doesn’t! I don’t know whether I should stay in my job unsatisfied with the grade and salary but hoping to get a chance for regional position as promised by my dotted line boss. Or leave the company whilst I don’t yet have another option! Need advice

Can you report a problem to Human Resources with out having to give your name?

Why asked:


My boss is creating a lot of internal and external problems for other people in the workplace. It is so bad that GREAT-HARD workers are quitting left and right. I have not receive a share of this treatment yet, but I will soon enough the way the pattern is going.
I have always been told to things about Human Resources: 1. If you file a report about your boss, you are next to get fired. 2. Human Resources can’t help what they don’t know, so I have to come out with it, then sit in a long battle at a table facing my boss.
Right now this is not my problem…. should I wait until it is and how should I approach this matter?

how does one do a proposal based on human resources to improve employees in the workplace?

my boss has asked me to do a proposal based on human resources to improve employees, assess them and everything that can help the company to grow on the human resources side. I have no idea where to start though I have human resources diploma from 1999, reason being I have not been doing human resources work.Please assist my promotion depends on this.
