HR Responsibility
Every company I have worked for, even if they have separate security, fall to the HR department. Especially if an employee is involved in a fight or anything. HR will be the deciding factor if the employee will be fired, disciplined, or sent to jail. they are the ones that know what needs to be done legally. They have policies to follow. In your case the Consultant probably is surveying the company to tell the owners what policies need to be instated and if any new changes need to be made. He is most likely a contract employee and will not be around forever.
