What should I look for in an HR Director?

A potential HR Director for our company is coming in today and I will be talking with her via tele-conference. What are some good qualities or issues I should look for/bring up?

I work in a satelite office in Chicago and our Corporate office is in CA. There are only 3 of us here in the Chicago office. What are some qualities I should look for being in a remote office?

Also, our last HR person totally ignored our office and was very hard to reach. That is going to be something I want to bring up. Any other ideas? Thanks.
